Why does my new Wi-Fi router setup fail before the network is created?

Treat a setup that fails before a usable Wi-Fi network exists as an installation problem: check power, the upstream connection, and the setup device before assuming the new router is defective.
Check the physical starting point
Make sure the new router is powered on and that the cable from the modem, ONT, or upstream gateway is connected to the port the manufacturer specifies. If the modem or gateway has an outage indicator, resolve that first. A setup app cannot finish a network that has no working upstream connection.
Work through setup in order
1. Restart the modem or gateway only if your ISP or router maker recommends it, then wait for it to finish starting. 2. Restart the new router. 3. On the phone or tablet running setup, turn off a VPN temporarily and allow the app’s requested local-network or Bluetooth permissions if they are relevant. 4. Close and reopen the setup app; install its current version from the official store. 5. Keep the phone near the router while setup is running. 6. If the manufacturer supports another phone, tablet, or browser setup method, try that one device as an isolation check.
Choose the next branch
If the app creates the Wi-Fi network but devices have no internet afterward, move to a connected-but-no-internet check. If an established mesh already works and only a newly added point fails, use the add-point path instead.
Reset carefully
A factory reset is a later step, not the first response. It erases setup information and can make it harder to compare what changed. Use it only after following the official recovery instructions for your model.
Get help when
Contact the router maker if setup repeatedly stops at the same stage with known-good power and cables. Contact the ISP if the modem or gateway never reaches its normal online state, or if the service requires account-specific connection settings you do not have.
